What MossRates Stands For

MossRates is a structured, registered ratepayer organisation representing the collective interests of its members and affiliated associations within Mossel Bay.

The organisation is founded on three core principles:

• Transparency in local government;
• Fair and affordable rates and tariffs;
• Responsible environmental and infrastructure stewardship.

At its core, MossRates operates on a simple belief: informed communities strengthen governance. The organisation exists to engage constructively with local government using evidence, public information, and established governance frameworks to support better outcomes for residents and the municipality alike.

MossRates remains committed to lawful, structured participation in municipal processes. However, where meaningful engagement is not enabled, the organisation will formally record such matters and pursue appropriate governance, regulatory, and oversight channels to ensure accountability.


Fair Rates and Tariffs That People Can Afford

Rates and service charges have a direct and ongoing impact on household affordability and business sustainability. MossRates advocates for tariffs that are:

• transparent in their calculation;
• clearly justified by underlying cost structures;
• aligned with Cost of Supply principles;
• phased responsibly in line with economic conditions.

The organisation supports the need for municipalities to remain financially sustainable. However, sustainability must be balanced with fairness, transparency, and accountability.

MossRates actively engages with municipal financial information to assess:

• cost reflectivity of tariffs;
• application of fixed charges and associated VAT treatment;
• revenue and expenditure alignment within municipal trading services;
• the extent of cross-subsidisation between services and developments.

Where inconsistencies, gaps, or unexplained variances arise, these are formally raised and recorded as part of the public participation and governance process.


Transparency as the Foundation of Trust

Public trust depends on access to information, clear communication, and meaningful participation. MossRates advocates for:

• open and timely access to municipal information;
• clear explanations of decisions affecting ratepayers;
• structured and inclusive participation processes.

Despite repeated formal submissions and engagement attempts, MossRates has experienced limited substantive response on key matters. This absence of engagement is formally recorded as part of the organisation’s governance record and forms the basis for further escalation where required.

Transparency is not optional — it is a prerequisite for accountable governance.


Environmental and Infrastructure Stewardship

Environmental sustainability is inseparable from long-term economic stability and community wellbeing. MossRates supports responsible, evidence-based management of natural and municipal resources, including:

• water security and sustainable bulk supply planning;
• river, estuary, and coastal system protection;
• infrastructure planning aligned with resource availability;
• development that is supported by confirmed bulk service capacity.

The organisation promotes planning that prioritises the long-term resilience of essential resources. Where development or infrastructure decisions appear misaligned with available capacity, these concerns are formally raised in the interest of protecting both current and future ratepayers.

MossRates is committed to participation, not confrontation. The organisation seeks to work constructively with the Municipality and other stakeholders in pursuit of fair, transparent, and sustainable outcomes.

However, participation must be meaningful. Where engagement is limited, responses are absent, or information is not made available, MossRates will utilise formal governance and oversight mechanisms to ensure accountability.

This includes recording matters formally, engaging oversight bodies where appropriate, and ensuring that issues affecting ratepayers are not left unaddressed.
